Why “Social Cohesion” is so important for Resilience.

Across the globe, societies are being divided by oppositional thinking about such things as climate, migration, poverty reduction.

It seems that we have forgotten what holds us together as communities, countries, and even, regions. Research affirmed that resilient societies are built on social cohesion: “a sense of belonging”.  Social cohesion arises when bonds link members of a social group to one another and to the group as a whole.

Social cohesion is the ongoing process of developing well-being, sense of belonging, and voluntary social participation of the members of society, while developing communities that tolerate and promote a multiplicity of values and cultures, and grant, at the same time, equal rights and opportunities in society.

Social cohesion involves building shared values, reducing disparities in wealth and income, and generally enabling people to have a sense that they are engaged in a common enterprise, facing shared challenges, and that they are members of the same community.

Cohesion happens at the intersection of the three levels:  the community, the institutions, and the individual.  This makes sense as it is the collective of resilient individuals that make an organization resilient; and it is the collective of resilient organizations that creates a resilient community.   At the community level, the belief that citizens have regarding the moral compass of their nation provides a common ground for trust.  The ongoing process of developing a community of shared values, shared challenges and equal opportunity based on a sense of trust, hope and reciprocity among all citizens builds social cohesion and a resilient community.

For individuals to act, they need favorable communities (climate with compatible sets of norms and values) and institutions (formal structures, norms and values) that do not forbid or limit the individual’s actions and choices. This cohesion, or collective resilience, drives economic growth.

A measure of community resilience is driver of the City Resilience Framework. This strategy creates a sense of collective identity and mutual support. It includes building a sense of local identity, social networks, and safe spaces, promoting features of an inclusive local cultural heritage. It encourages cultural diversity while promoting tolerance and a willingness to accept other cultures. It builds on what we have in common, what binds us together. 

Lack of resilience threatens the ability of cities, or countries for that matter, to function economically, socially and politically. Social cohesion means creating a society where people have the opportunity to live together with all their differences; creating a society that shows the interdependence among individuals and institutions of that society.


The results of social cohesion: (1) reciprocal loyalty and solidarity, (2) strength of social relations and shared values, (3) sense of belonging, (4) trust among individuals of society (the community), and (5) reduction of inequalities and exclusion.

Waarom ‘sociale cohesie’ zo belangrijk is voor veerkracht.

Over de hele wereld worden samenlevingen verdeeld door oppositioneel denken over zaken als klimaat, migratie en armoedebestrijding.

Het lijkt erop dat we zijn vergeten wat ons als gemeenschappen, landen en zelfs regio’s bij elkaar houdt. Onderzoek bevestigde dat veerkrachtige samenlevingen zijn gebouwd op sociale cohesie: ‘een gevoel van verbondenheid’. Sociale cohesie ontstaat wanneer banden leden van een sociale groep met elkaar en met de groep als geheel verbinden.

Sociale cohesie is het voortdurende proces van het ontwikkelen van welzijn, het gevoel ergens bij te horen en vrijwillige sociale participatie van de leden van de samenleving, terwijl gemeenschappen worden ontwikkeld die een veelheid aan waarden en culturen tolereren en bevorderen, en tegelijkertijd gelijke rechten toekennen. en kansen in de samenleving.

Sociale cohesie houdt in dat er gedeelde waarden worden opgebouwd, dat de verschillen in welvaart en inkomen worden verkleind, en dat mensen in het algemeen het gevoel krijgen dat ze betrokken zijn bij een gemeenschappelijke onderneming, dat ze met gedeelde uitdagingen worden geconfronteerd, en dat ze lid zijn van dezelfde gemeenschap.

Cohesie vindt plaats op het kruispunt van de drie niveaus: de gemeenschap, de instellingen en het individu. Dit is logisch omdat het het collectief van veerkrachtige individuen is dat een organisatie veerkrachtig maakt; en het is het collectief van veerkrachtige organisaties dat een veerkrachtige gemeenschap creëert. Op gemeenschapsniveau biedt de overtuiging die burgers hebben over het morele kompas van hun land een gemeenschappelijke basis voor vertrouwen. Het voortdurende proces van het ontwikkelen van een gemeenschap van gedeelde waarden, gedeelde uitdagingen en gelijke kansen, gebaseerd op een gevoel van vertrouwen, hoop en wederkerigheid onder alle burgers, bouwt aan sociale cohesie en een veerkrachtige gemeenschap.

Als individuen willen handelen, hebben ze gunstige gemeenschappen nodig (klimaat met compatibele normen en waarden) en instellingen (formele structuren, normen en waarden) die de acties en keuzes van het individu niet verbieden of beperken. Deze cohesie, of collectieve veerkracht, stimuleert de economische groei.

Een maatstaf voor de veerkracht van de gemeenschap is de drijvende kracht achter het City Resilience Framework. Deze strategie creëert een gevoel van collectieve identiteit en wederzijdse steun. Het omvat het opbouwen van een gevoel van lokale identiteit, sociale netwerken en veilige ruimtes, waarbij kenmerken van een inclusief lokaal cultureel erfgoed worden gepromoot. Het moedigt culturele diversiteit aan en bevordert tegelijkertijd tolerantie en de bereidheid om andere culturen te accepteren. Het bouwt voort op wat we gemeen hebben, wat ons samenbindt.

Gebrek aan veerkracht bedreigt het vermogen van steden, of landen, om economisch, sociaal en politiek te functioneren. Sociale cohesie betekent het creëren van een samenleving waarin mensen de mogelijkheid hebben om samen te leven met al hun verschillen; het creëren van een samenleving die de onderlinge afhankelijkheid tussen individuen en instellingen van die samenleving laat zien.

De resultaten van sociale cohesie: (1) wederzijdse loyaliteit en solidariteit, (2) kracht van sociale relaties en gedeelde waarden, (3) gevoel ergens bij te horen, (4) vertrouwen tussen individuen in de samenleving (de gemeenschap), en (5) vermindering van ongelijkheid en uitsluiting.

In hoeverre zien we deze kenmerken terug in onze gemeenschap? Wat zijn de kosten als we niet werken aan het creëren van sociale cohesie?
