Social Progress Must Be Grounded in Policy

Social Cohesion is essential to nation-building. Social cohesion refers to the extent of connectedness and solidarity that exists among groups in society. Based on trust, cohesion combines three indispensable elements: trust, inclusion and equality.  The positive outcome of social cohesion is a sense of belonging to a community and the relationships among members within the community itself.

Each sector of society has its own responsibility. By working together, NGOs, public and private sector entities can combine their strengths and expertise to address the complex challenges of building a cohesive community. Collaborating and partnering to share knowledge and expertise will lead to co-created outputs of great social impact.

By examining and measuring critical aspects of social cohesion, a society can assess its ability to address fundamental human needs, help citizens improve their quality of life, and provide opportunities for citizens to succeed. 

Helping people in poverty move up the economic ladder is part of nation building and community resilience.  It involves improving access to housing, education, and social capital. 

It begins with strong, long-term policies that are sustainable that address affordable housing and housing stability so that people can build assets and wealth, and can affored necessities like food, transportation and healthcare.

Social cohesion policy requires that government invests in public education to ensure all children have access to a solid curriculum and academic support, and that financial literacy and digital literacy are part of ALL school curriculum, reducing and eliminating the gap between the haves and have nots.

Strong social cohesion is measured and adapted by collaborations between NGO’s, civil services and commerce and is grounded in policy.  The importance of people participation in policy development and sustainable implementation is critical.  Social networks and community groups can be significant drive of economic mobility.

Many countries are now using the Social Progress Index to measure the effectiveness of governments to meet the needs of their people.  Does a country provide for its people’s most essential needs? Are the building blocks in place for individuals and communities to enhance and sustain wellbeing? Is there opportunity for all individuals to reach their full potential?

Effective social dialogue is critical to successful social cohesion.  It is through dialogue between governments, employers’ and workers’ organizations, non-government organizations and the community-at-large, that cohesion is achieved.   Co-creation can lead to important economic pillars such as sound industrial relations, and is a means to promote social justice, inclusive economic growth, improved wages and working conditions and sustainable enterprises.

Sociale cohesie is essentieel voor natievorming. Sociale cohesie verwijst naar de mate van verbondenheid en solidariteit die bestaat tussen groepen in de samenleving. Gebaseerd op vertrouwen combineert cohesie drie onmisbare elementen: vertrouwen, inclusie en gelijkheid. De positieve uitkomst van sociale cohesie is een gevoel van verbondenheid met een gemeenschap en de relaties tussen leden binnen de gemeenschap zelf.

Elke sector van de samenleving heeft zijn eigen verantwoordelijkheid. Door samen te werken, kunnen NGO’s, publieke en private sector entiteiten hun krachten en expertise bundelen om de complexe uitdagingen van het bouwen van een samenhangende gemeenschap aan te pakken. Samenwerken en partnerschappen aangaan om kennis en expertise te delen, zal leiden tot gezamenlijk gecreëerde resultaten met een grote sociale impact.

Door kritische aspecten van sociale cohesie te onderzoeken en te meten, kan een samenleving haar vermogen beoordelen om fundamentele menselijke behoeften aan te pakken, burgers te helpen hun levenskwaliteit te verbeteren en burgers kansen te bieden om te slagen.

Het helpen van mensen in armoede om de economische ladder te beklimmen, is onderdeel van natievorming en veerkracht van de gemeenschap. Het omvat het verbeteren van de toegang tot huisvesting, onderwijs en sociaal kapitaal.

Het begint met sterke, duurzame langetermijnbeleidsmaatregelen die betaalbare huisvesting en huisvestingsstabiliteit aanpakken, zodat mensen activa en welvaart kunnen opbouwen en in basisbehoeften zoals voedsel, transport en gezondheidszorg kunnen voorzien.

Het beleid voor sociale cohesie vereist dat de overheid investeert in openbaar onderwijs om ervoor te zorgen dat alle kinderen toegang hebben tot een solide curriculum en academische ondersteuning, en dat financiële geletterdheid en digitale geletterdheid deel uitmaken van ALLE schoolcurricula, waardoor de kloof tussen de haves en have nots wordt verkleind en geëlimineerd.

Sterke sociale cohesie wordt gemeten en aangepast door samenwerkingen tussen NGO’s, overheidsdiensten en handel en is gegrond in beleid. Het belang van deelname van mensen aan beleidsontwikkeling en duurzame implementatie is cruciaal. Sociale netwerken en gemeenschapsgroepen kunnen een belangrijke drijfveer zijn voor economische mobiliteit.

Veel landen gebruiken nu de Social Progress Index om de effectiviteit van overheden te meten om in de behoeften van hun bevolking te voorzien. Voorziet een land in de meest essentiële behoeften van zijn bevolking? Zijn de bouwstenen aanwezig voor individuen en gemeenschappen om het welzijn te verbeteren en te behouden? Is er voor alle individuen de mogelijkheid om hun volledige potentieel te bereiken?

Een effectieve sociale dialoog is cruciaal voor succesvolle sociale cohesie. Cohesie wordt bereikt door dialoog tussen overheden, werkgevers- en werknemersorganisaties, niet-gouvernementele organisaties en de gemeenschap in het algemeen. Co-creatie kan leiden tot belangrijke economische pijlers zoals gezonde industriële relaties, en is een middel om sociale rechtvaardigheid, inclusieve economische groei, verbeterde lonen en arbeidsomstandigheden en duurzame ondernemingen te bevorderen.
